THE PROJECT

The mission of the Institute for Lawful, Safe and Effective Policing ("ILSEP”) is to reinforce trust between communities and law enforcement by conducting and promoting affordable, comprehensive, and world-class educational programming on best policing practices.  ILSEP’s programming will improve officer and public safety and promote a positive image for law enforcement and corrections officers.

ILSEP's charitable status will subsidize law enforcement agencies' limited personnel and monetary resources by providing expert, effective, and engaging programming at a lower costs by leveraging charitable donations, grants, fundraising events, sponsorships, and pro bono and reduced cost legal services.

THE NEED FOR CHANGE

700,000

CITIZENS PER YEAR HAVE CONTACT WITH POLICE WHERE FORCE IS USED

87%

OF THOSE IN A FORCE INCIDENT FELT POLICE ACTED INAPPROPRIATELY

75%

OF CITIZENS FELT FORCE WAS EXCESSIVE WHEN USED

It is time to reverse the trend of perception by reinforcing our communities’ trust in law enforcement through expert and specialized training and projecting that positive change to the media. A 2007 study in Criminal Justice and Behavior, “Police Education, Experience and the Use of Force,” found that officers with more experience and education may be less likely to use force, while a review of case studies suggests that specific training programs and accountability structures can reduce the use of violence by police departments.  Enter ILSEP.
